The men belong to The Patriot Picket, an organization that frequently protests Maryland gun laws at the corner of College Avenue and Blagden Street, where they will be seen by lawmakers arriving in Annapolis.
While being handcuffed and searched by Department of General Services Police officers, the protesters complained to reporters that their First Amendment rights were being violated. One of the officers said the men had repeatedly denied a lawful order to move off the sidewalk.
The incident occurred just steps from Lawyers Mall, where groups routinely gather for rallies and protests. Numerous lawmakers scurried past the ruckus without stopping, though one, Sen. Michael J. Hough (R-Frederick) did pause to inquire what was happening. Hough later expressed his dismay with the arrests on the Senate floor.

UPDATE:
Brief: Last night members of the Patriot Picket were greeting lawmakers in front of the state house as they have done every Monday night for several years when the MGA is in session, politely, peacefully, legally. Last night 2 were arrested on bogus charges of #1 trespassing {they weer on the public sidewalk} #2 not following a lawful order from an officer{ they were told to go to lawyers mall [where you need a permit] #3 holding a demonstration/ blocking the sidewalk they are always careful this dosent occur and the video clearly shows that never happened.
Many lawmakers and reps along with media sources have been contacted about this violation of the first amendment. It would be great if you would help sound the alarm Our Liberty is under attack in Annapolis. This alarm should be rang Country wide. Communist Progressives have infiltrated many places within our government, police and education systems.
Inside scoop and video of those arrested and video, video at post #223:
